Current as of 8 October 2026. Every figure the app produces is computed from one of the documents below. Where a document does not settle a mechanic, the figure carries a † and the app says what it assumed. Nothing here is member-specific and nothing here is advice.
How the rules get into the app
Each rule is read from the document by a person, recorded with its source, and coded with a test that reproduces the document's own printed figures before the rule is accepted. The reference data — salary scales, chart tables, the pay calendar, tier rules — ships inside the app as versioned files with the source and issue date attached to every value; the app never downloads anything else. A rule confirmed only in conversation, not in writing, is treated as unconfirmed until the Fund puts it in writing. When a member enters the figures from their own Fund statement, those figures come first and the app works from them.

Its mandatory retirement age (62) is superseded by Chapter 311 of 2026, below.

Pay

Each contract's retroactive payment is placed in the period it covered, using the date it was paid. The printed sheets distributed to commands, with the collective bargaining agreements behind them on the
OLR uniformed contracts page. The app shows the issue date on every pay figure.

Where the legislation stands
Bills are shown in the app as switches, never as law, until they are enacted. This is the state of play as of 30 September 2026.
EnactedMandatory retirement age to 65 — Chapter 311 of the Laws of 2026 (S.5053-B / A.8178-B), signed 28 September 2026, effective immediately.
Raises the mandatory retirement age for uniformed members of the New York City Police Pension Fund to 65, amending the Retirement and Social Security Law and Administrative Code § 14-124. It had been 62 for Tier 3 members and 63 for Tier 2. The June 2026 plan summaries still print the old ages; the statute governs.
EnactedTier 2 salary base — Chapter 312 of the Laws of 2026 (S.7808-A / A.8322-A), signed 28 September 2026, effective immediately.
Tier 2 members appointed on or after 1 July 2000 now have their salary base computed the same way as earlier Tier 2 members: the greater of the final twelve months or the best three consecutive years. It applies to members who retire on or after 28 September 2026. Tier 3 is unchanged; it already uses the higher of the best three consecutive years or the final 36 months.
EnactedTwenty-year service retirement for Tier 3 — Chapter 55 of the Laws of 2025, effective 9 May 2025.
Service retirement for Tier 3 police officers moved from 22 years to 20, at 50% of final average salary. The escalation dates did not move: full escalation still begins at 25 years of credited service, partial escalation from 22.
2026 · FDNYThe fire unions' escalation win — escalation at service retirement for FDNY Tier 3 members (

S.9203, introduced February 2026).
The bill removes the 25-year requirement for Tier 3 escalation for uniformed members of the New York City Fire Department Pension Fund: a firefighter who reaches service retirement at twenty becomes eligible for full annual escalation from the first of the following month. The fire unions credit the FY2027 state budget with enacting the Tier 3 reforms they sought. The equivalent change has not been made for the Police Pension Fund — a police Tier 3 member who retires at twenty still waits to the 25-year date for full escalation, and to 22 for the first partial step. The Fund's fiscal note for the FDNY bill put the first-year employer cost at $22.6 million. Few police members know this happened. It is now the largest single difference between the two departments' Tier 3 plans, and it is exactly the kind of figure the app exists to put in front of a member: what the same twenty years would be worth under each rule.

- 8 Oct 2026 — Leaving at twenty and starting the pension later is now a path you turn on, and it shows what the wait costs: no pension check, no Variable Supplement and no City health insurance until the first check. Fund statement figures, when entered, come first. Salary sheets back to 2017, and contract retroactive payments placed in the period they covered. The site is also at routetotwenty.app.
- 2 Oct 2026 — Tier 2 added to the app, in testing: salary base under Chapter 312 of 2026, the one-sixtieth for each year past twenty, the banked Variable Supplement, and the contribution account. Mandatory retirement at 65 applied to both tiers.
